  • milk - 6 c
  • butter - 1/4 c
  • all-purpose flour - 1/4 c
  • freshly ground pepper - 1/8 tsp
  • chopped fresh parsley - 3/4 c
  • salt or to taste - 1/2 1
  • cloves garlic, minced or pressed - 2 item
  • dried marjoram leaves - 2 tsp
  • medium carrots, pared and sliced - 2 item
  • can undiluted chicken broth - 1 3/4
  • bunch green onions, trimmed - 1 item
  • 3 to 4 onions, peeled* - 1 lb
  • 2-inch strip lemon zest
