How to make raspberry crumb bars:

Icing:1 c. powdered sugar, sifted1/4 tsp. vanilla1 to 2 Tbsp. skim milk In a large mixing bowl, combine dry ingredients (flour, brown sugar, oats and baking soda). Add melted margarine (low-fat can be used!); mix until well blended. Set 1 3/4 cups of the oat mixture aside. Press the remaining mixture into an ungreased 15 x 10 x 1-inch baking pan. Bake at 350° for about 12 minutes, or until lightly browned.

Spread pie filling evenly on top of the baked crust (can cut large pieces of fruit, if desired). Sprinkle remaining oat mixture on top, slightly pressing into filling. Bake at 325° for 20 to 25 minutes, or until top is golden brown. Cool in pan on wire rack for best results.

Icing: While bars are cooling, combine sugar, vanilla and 1 tablespoon milk in a small bowl to make icing. Continue adding milk until icing is of drizzling consistency. Drizzle icing over cooled bars. Cut into bars of desired size.
