Heat oven to 350. Melt butter in a 13 x 9 x 2 pan. In a sauce pan heat sugar in water until sugar melts. Cut shortening into flour until fine and crumbly. Add milk and stir with fork only until dough leaves side of bowl. Turn out onto lightly floured surface, knead just until smooth. Roll out into a large rectangle about 1/4 inch thick. Sprinkle cinnamon over apples and apples over dough. Roll up like a jelly roll. Dampen the edge of the dough with a little water and seal. Slice into about 16 slices 1/2 inch thick. Place in pan, pour sugar syrup around rolls. Bake for 55 -60 min. Great with ice cream.
