How to make butterscotch dessert:
Cook pudding with the 3 cups of milk and set aside; cool. Mix together flour, butter and granulated sugar. Pat mixture into a 9 x 13 x 2-inch pan and bake at 350° for 12 to 15 minutes. Cool. Cream together cream cheese, powdered sugar and 1 cup Cool Whip. Spread on top of cooled crust. Spread cooled pudding on top of cream cheese mixture. Top with remaining Cool Whip.
